Bid Opening Committee Meeting/Buswell House Demolition

 Present:

Committee members: Harry Roush, Gary Winders, Fred Blanchard

Others: Carroll Duranleau (Duranleau Construction), AJ Galfetti (Galfetti Grading Inc.), Lois Deberville, town clerk

  1. Meeting called to order at 6:30 p.m.
    1. Harry nominated Fred as Chair, 2nd by Gary, carried by ayes
  • A copy of each of the three viable bids were distributed to the committee members. A fourth bid was discarded as the company representative did not attend the mandatory pre-bid meeting.
  • Harry had an earlier conversation with Lisa Kolb regarding if bids came in over the original estimates. Lisa said as soon as bid is awarded, Harry is to send her the paperwork and she will add the extra money to the grant.
  • Duranleau Construction’s bid = $59,720.  Avery Construction’s bid = $72,820.  Galfetti Grading Inc.’s bid = $83,000.
  • The committee went over the criteria that had been presented in the bid proposal package. Each bid met them, although Avery Construction submitted a reference’s name and not a letter.
  • The bids were evaluated by the committee members. The committee decided to award the contract based on all criteria and not just on bid price.
    • Gary questioned how the committee could determine if the bidder would be able to meet the deadline. Fred said at the pre-bid meeting all contractors were told that the work needs to be done by spring, with residual clean-up done in spring/June ie: grading.
    • Gary said with all things being equal, it should come down to price. Fred agreed, saying each construction company does good work but the committee needs to do what’s best for the town (re: price). Fred said the town would be responsible for any asbestos removal, and Harry said yes with funds provided by the state.
    • Gary made the motion to accept Duranleau Construction’s bid of $59,720, 2nd by Harry, carried by ayes.
  • Contract awarded to Duranleau Construction. Harry will submit paperwork to the state and Duranleau will be called about the contract.
  • Motion by Gary to adjourn the meeting at 6:55 p.m., 2nd by Harry, carried by ayes.
