The Vermont Department of Taxes is seeking an experienced firm that can provide comprehensive research on property tax administration valuation practices in comparable jurisdictions, following the passage of Act 68 of 2023. Responses are due November 1, 2023.

The State of Vermont is interested in obtaining bids to meet the following business need(s): comprehensive research on property tax administration valuation practices in jurisdictions (states or counties) comparable to Vermont. The research will provide a national perspective on various aspects of property tax valuation, including reappraisals, appeals structure, property data, capacity building, and considerations for equity and anti-bias measures. Additionally, the proposal should include a strategy for field research to gather firsthand insights through interviews with state employees, municipal staff, and officials. This work will contribute to the Final Report assigned to the Department by Act 68, Sec. 4(b), due to the Legislature on December 15, 2024.
