Washington Selectboard Emergency Meeting 8.15.23

Selectboard present: Fred Blanchard, Sheila Duranleau (Chair), AJ Galfetti

Town employee: Lois Deberville (town clerk)

  1. Chair called the meeting to order at 6:34 p.m.  AJ made motion to enter executive session, 2nd by Fred, carried by ayes.

The board came out of executive session at 6:42 p.m.  Fred made the motion to accept the resignation of Anna Strong as treasurer, 2nd by AJ, carried by ayes.

Let the record show this statement by Sheila:

“I want to acknowledge the work Anna has done for the town. She helped dig us out of a very deep hole and to make sense out of chaos. That was a significant contribution to this community and for this I am grateful.”

Fred Blanchard recused himself from the next discussion due to conflict of interest.

The following was read by the chair:

“It is imperative that we fill the treasurer position with a competent person who can hit the road running ASAP. We have ongoing administrative tasks that need weekly attention, we need someone to research lending rates in anticipation of borrowing for storm repairs, to bridge the gap between paying contractors and FEMA reimbursement and to work with Sullivan and Powers to produce accurate financial reports so the selectboard can build the FY25 budget and complete an audit, something that hasn’t happened in years. Scott Blanchard, the town’s delinquent tax collector, has expressed interest.

I met with both Scott Blanchard and Anna Strong on yesterday to discuss the tasks of the

treasurer position. I gave Scott the VLCT Treasurer Handbook to review to understand the

full scope of the role and responsibilities of the position. Scott also spoke with Chad Hewitt of

Sullivan and Powers to understand the tasks, the time commitment and how the responsibilities

relate to the Town of Washington.

Scott has demonstrated competence in project management, systems development and

tracking large sums of money in his role as the delinquent tax collector and has shown success in a short period of time. I believe he did due diligence and understands the role and responsibilities and level of commitment the treasurer position requires.”

Motion made by AJ to appoint Scott Blanchard as interim treasurer until the March 2024 town meeting day vote, 2nd by Sheila, carried by ayes. Fred made motion to adjourn at 6:45 p.m., 2nd by AJ, carried by ayes.
